Joint Review of Positioning of Vessels Engaged in Operation Sovereign Borders is completed
The Australian Customs and Border Protection Service (ACBPS) and the Australian Defence Force (ADF) have completed a Joint Review into the actions of ADF and ACBPS, including Border Protection Command, in relation to Australian vessels which entered Indonesian waters.
Key findings from the Joint Review found that Australian vessels inadvertently entered Indonesian waters on six occasions between December 2013 and January 2014 contrary to Australian Government policy and operational instructions in relation to Operation Sovereign Borders.
The Review identified that there was a clear Government intention to achieve the aims of the operation with a focus on safety and effectiveness, without compromising Indonesian sovereignty.
The breaches were inadvertent and the review found there was nothing in the strategic guidance provided for the operation which required, implied, or suggested that a breach of Indonesian sovereignty would be acceptable.
The Australian Government has formally apologised to the Indonesian Government.
The ACBPS Chief Executive Officer and Chief of the Defence Force have accepted the Joint Review’s findings and recommendations, and have directed implementation of the recommendations.
The Joint Review’s executive summary and related summary of findings and recommendations are attached (related documents).
